Ghauri Town residents in Islamabad face more legal worry in October 2026. The issue is about approvals for its different phases. Many families already own homes or plots there.
Quick facts
- CDA lists Ghouri Town among illegal housing schemes.
- The issue affects phases near Islamabad Expressway.
- Residents say some developers are no longer available.
- Mohsin Naqvi said around 199 illegal schemes were found.
- No new fee or fine amount has been shared yet.
Why the issue has grown
The problem is between CDA (Capital Development Authority, Islamabad) and scheme developers. CDA says private schemes need two key approvals. These are the layout plan and the NOC.
A layout plan shows roads, plots, parks and public spaces. An NOC means no objection certificate. It is permission to develop and sell plots.
CDA’s public list names Ghouri Town among illegal schemes. The spelling on the CDA list is Ghouri Town. Many people also call the area Ghauri Town.
Residents are stuck in the middle
Many families say they bought plots or built homes years ago. Some now face trouble over services and property work. These may include transfers, building approvals and utility matters.
The case is harder because some developers are said to be unavailable. Normally, the scheme sponsor must complete approval papers. Residents may not be able to do this alone.
The Interior Minister has also spoken about wider checks. He said around 199 illegal schemes have been identified. He also said about 62 are outside Islamabad but use its name.
Why this matters for families
A legal status problem can make a home harder to sell. It can also delay transfers and building approvals. This creates stress for owners and buyers.
The government may offer a way for some schemes to register. But the rules have not been fully shared yet. Charges, conditions and resident rights are still unclear.
For now, buyers should not trust ads alone. A name linked to Islamabad does not prove approval. Always check the exact society, phase and plot record.
Words to know
- NOC: A paper showing the authority has no objection.

- Regularisation: A process to fix legal problems under rules.
What this means for you
- Check the exact phase on the CDA housing scheme record first.
- Ask the society office to verify the owner and plot file.
- Do not pay token money before checking title and transfer status.
- Keep copies of allotment, transfer, payment and possession papers.
